Ragetti did at one point have two eyes. While he was yet a young boy aboard a ship it was lost (tragic), and from that point on, the wooden one carved from the ships hull never did fit quite right.
His whole life, he kept to piracy hoping that one day he'd be rich enough to buy himself an eye.

Unfortunately there was no success in this, and still to this day Ragetti chases that wooden eye across decks, earning pennies for his work. Thus the reason the Ragetti foundation was started, in a desperate attempt to earn the money quicker.
